Dengue in Psg, dept prepared
ITANAGAR, Jul 04: Few cases of Dengue have been detected in and around Pasighat, East Siang. The department is fully geared up to tackle the situation, said Dr. Mandip Perme, DMO while speaking at an event today at Pasighat.
All preventive measures are being taken up and fogging has been started in the township.
The main preventive measure to check the spread of Malaria and Dengue is not to give space for breeding to the mosquitoes. Society as a whole should participate and help to check and control the disease, said the DMO as he appealed people to allow DDT to be sprayed inside the houses.

Misappropriation of fund alleged
ITANAGAR, Jul 04: One Nyikpu Nyicyor of Siberite village demanded enquiry into alleged misappropriation of NHPC fund for development activities for project affected Siberite and Gengi villages under Gensi circle and to stop release of the pending amount to the concerned authority till the enquiry is over.
In a letter to the Chief Secretary, Nyicyor said that the NHPC, the construction agency of the Lower Subansiri Hydro Electric project, had released an estimated amount of Rs 3981.78 lakh for construction of roads from Tango to Siberijo, Sibe to Tahrap and from Taramori to Tango after an agreement with project affected villages in 2001. According the complainant, the PWD Gensi division started construction works from 2012.
However, he alleged that the construction agency did not maintain quality works as per DPR and bills have been drawn in surreptitious manner by contractors. He further alleged that there was no third party monitoring to ascertain the quality of the works.
The complainant further claimed that the project affected people have approached the West Siang Deputy Commissioner demanding quality works in development activities but did not yield ant result. Therefore, Nyicyor requested the Chief Secretary to direct the West Siang DC not to release the pending amount of Rs 14 crore (approx) before an enquiry by a vigilance committee into the misappropriation of fund is conducted.
Misuse of fund alleged
ITANAGAR, Jul 4: The Arunachal Pradesh Government Departmental Labours’ Union (AAPGDLU) has alleged that Longding Forest Division, Kanubari has misused the fund meant for the payment of wages of casual workers from January to March 2015. It wrote a letter to the Principal Chief Conservator of Forest in this regard seeking early release of the wages.
ABKLSU opposed to NGO running of KGBV Bameng
ITANAGAR, Jul 4: The All Bameng Khenewa & Lada Students’ Union (ABKLSU) is opposed to running of KGBV Bameng by NGOs and has demanded that the school be run under DDSE Seppa.
The union gave a memorandum to Director, SSA Rajya Sabha in this regard and said that the school was run by an NGO for two years which created lot of problems for the students as well as the school staff.

Computer course under DIW
SEPPA, Jul 4: Around 40 students of 9th to 12th standard from Govt. Schools here are undergoing computer training under Digital India Week (DIW) at DPDO, office here. The teams of resource person headed by DIO Gaurav Kumar are imparting training to the students.
Deputy Commissioner Sandeep Kumar Singh while interacting with the trainee students advised them to maintain discipline with decent dressing in their daily life. He also advised them to study hard to excel in examination and to compete in the competitive examinations in future.

Mass tree plantation at Bomdila
BOMDILA, Jul 4: A mass plantation drive was carried out under the aegis of Green Saviour, Arunachal, a Bomdila based NGO at Bomdila to mark the 66th Vanamahotsava celebration.
Around 450 fruit bearing trees, like Apple and Illicium Graffiti, locally known as Lishi, were planted at RR Hills here.
This was a part of the effort for promoting Green Bomdila Initiative of the NGO in collaboration with 2nd Division of Arunachal Scouts under Lt. Col A.J Sampath and Major Ankur Pratap and Divisional Forest Office Bomdila.
Taking part in the plantation programme, Bomdila EAC Tungge Loya and DFO Tasso Sira highlighted the importance of conservation of forest and the benefits of afforestation. Both the EAC and DFO urged people to save forests for maintaining the ecological balance.
The saplings for the plantation was provided by Range Forest Office of Shergaon Forest Division, informed Chairman of the NGO Lobsang Tsering.

Tiger 7 Football Tournament kicks off
ITANAGAR, Jul 4: The Summer Cup 2015 Tiger 7 Football Tournament organised by Itanagar Soccer Club was kicked off by Itanagar Market Welfare Association, (IMWA) President Yumlam Achung and General Secretary Biri Basang at Kendriya Vidayalaya (KV) No 2, Chimpu here today.
A total of 17 teams from different parts of Capital Complex are participating in the tournament.
The opening match was played between Yumlam Achung SC Sr versus Sartam Tame FC.
Speaking on the occasion, Achung said that games and sport are parts of our life and we can also make career out of sports. Youths are the future of our state and the country, he said, and exhorted them to be sincere and maintain strict discipline.

According to the villagers, the underground elements active in the area backs the
smugglers for the illegal timber operation and have nexus with the authority. The
smugglers prefer to operate during night to avoid forest guards and the police. The
onslaughts of the smugglers in the jungles have reportedly reduced the dense forest
into open space resulting into human-
On condition of anonymity, a villager informed that unabated timber operations have been going on since last couple of years, brazenly destroying the jungles of the area. “It has grave impact on the entire range of jungle and few portions of Eagle Nest Wild Life Sanctuary that falls under Rupa Forest Range Officer”, the villager added.
“At every regular interval they come and walk away openly with large number of logs from our area”, said a villager. Despite the knowledge of such illegal activity (timber smuggling) going on in their area, the villagers are afraid to report to the forest authority, fearing for their lives as they have to cross the villages from where the smugglers come on their way to Tezpur, the villager disclosed.
The villagers accused the forest department of being a mute spectator alleging that neither any attempt was ever made to curb the menace nor routine check is made in the buffer zone.
Speaking to this daily, DFO Bhalukpong Mr. Jowal informed that the department is battling with men power, as it has two unarmed forest guards and a range officer to man the Doimara forest range. However, he further added that after getting any information relating to illegal activities department takes swift action with the help of the police.
Taking advantage of lack of manpower in the forest department, it is said that smugglers transport the logs to Sonitpur in Assam and sell it openly in the market at a high price.
With the open destruction of forests and taking away of the timber resources, the state government is apparently losing huge amount of revenue estimated in crores of rupees due to the timber smugglers.

Empanelled hospital alleged of preparing false medical bill

PASIGHAT, Jul 04: A private hospital in Dibrugarh, Assam has been alleged of charging exorbitant medical fees from a patient from Arunachal Pradesh by preparing false bills.
Reportedly, Aditya Diagnostic & Hospital at Dibrugarh, one of the empanelled hospitals under the Chief Minister’s Health Insurance Scheme, has prepared a false medical bill amounting to Rs 81,785 showing that the patient was admitted in special cabin and was kept in ICU for two days. Whereas the patient was lodged in the general ward and admitted in ICU for about two hours only, the attendant said.
The patient from Aalo, who was covered under the CM’s Universal Health Insurance Policy, was also forced to make payment of Rs. 34,000 (excluding a discount amount of Rs 1,785) out of the total medical bill of Rs 81,785.
As per the hospital authority, the payment was charged under the Hospital’s ‘new package’ of limited coverage amount.
The scheme provides cashless treatment to the people of the state by giving an amount of Rs. 2 lakh coverage of almost all categories of diseases as specified in the empowered committee approved and notified list of diseases.
The exorbitant medical bill charged by the hospital has evoked massive reaction among the poor people, who usually go to Assam for treatment of their complicated ailments. The aggrieved family has appealed to the state government to institute a high level inquiry into the alleged irregularities.
Social benefit camp for ALCs & dept labourers
Pasighat, Jul 04: A special social benefit and a health camp for ALCs and departmental labourers were conducted today at Pasighat Town Club.
Inaugurating the camp Nidhi Shrivastava DC, East Siang said that the social schemes like the insurance and the pension will secure the future and the lives of the labourers with minimum investment.
All labourers should avail the benefits of the schemes and make their life and family secure. They should also avail the free medical camp where the medicines will be free, informed the DC.

Ranphoa cracks civil services exam

NEW DELHI/ ITANAGAR, Jul 04: Ira Singhal, a physically handicapped IRS officer from Delhi, topped the Civil Services examination in which the top four positions went to women, reports PTI.

Meanwhile, Khonsa DIPRO informed that Ranphoa Ngowa of Tirap district in Arunachal Pradesh has cracked the civil service examination 2014. He secured all India rank of 1191 with Geography as an optional subject. He is the only Arunachalee to clear the examination this year. Ranphoa had earlier cracked IFoS with 82nd rank, CAPF (AC) 2013 with 331st rank and was absorbed in ITBP, and had also cleared PO, SBI.

Tayeng takes stock of Dibang bridge progress
ROING, Jul 04: Parliamentary Secretary (WRD) cum Dambuk MLA, Gum Tayeng today visited the Dibang Bridge Project Site to take stock of the work progress.
During her visit, the officials of Navayuga Engineering Company working at the sites informed that 94 posts out of the total 107 were completed and laying of segments/slabs was undergoing and 17 posts has been covered till date.
She was also informed that many machineries of the company, like Crane, Earthmovers, Piling Machine etc. are stranded in between the tributaries due to increase in water level of Dibang hampering the progress of work. She also interacted with the Project Manager Officer (PMO) P Sreenivasarao to know about if there was any obstacle or problem in the implementation of the projects.
PMO informed her that the Land Acquisition Process from the Forest Department was delaying the start of approach road in between Sukha Nallah and Getor (Deopani) rivers which passed through the Reserved Forest Area. However, the company has sorted it out and the construction and widening of the approach road has been started some days before, he informed.
Sreenivasarao also informed that procedural delay in getting Forest Clearance and Land acquisition has compelled to extend the completion date of the Bridge from December 2015 to December 2016.
He suggested the Parliamentary Secretary to make it a Single Window System, if possible, to get Forest Clearance, Land Acquisition and Mining related issues for early implementation of projects in the state.
It was also informed that the 9.15 km bridge over Brahmaputra at Sadiya to Dhollah would be completed by March 2016 and the Allubari Bridge over Lohit River in Arunachal Pradesh would be completed by August 2016.
If completed, these three important bridges being constructed by the same company would serve as the lifeline for the people of Dibang Valley, Lower Dibang Valley and Lohit Districts.
The Parliamentary Secretary also inspected the new alignment of approach road to Model Degree College at Jemi Notko, Jia. The land for new roads has been freely donated by the villagers.
She asked the site engineers of WRD to expedite the process of road alignment and make it motorable at the earliest so that the construction materials for kutcha buildings of Model Degree College as decided by the village people of the area can be started soon. ITANAGAR, Jul 04: The valedictory programme of capacity building training in Basic Computer under Border Area Development Programme for East Kameng district sponsored by the Department of Skill Development and Employment Generation was held on 4th July at Don Bosco Youth Centre, Vivek Vihar.
While addressing the trainees, the Parliamentary Secretary, Tourism Mama Natung underscoring the importance of capacity building training for the youth, said that the state government has prepared a vision document wherein scopes and ample opportunities for the youth of the state has been envisioned.
He exhorted the young people to take such beneficial trainings seriously adding that a trained person was always more successful in any venture.
The MLA told the gathering that Arunachal Pradesh was rich in medicinal plants and if harnessed properly, it could be a medicinal hub of the country. Executive Director, NHPC Ronel Kumar in his speech said that NHPC was ready to support any training that could benefit the youth of the state, especially of the border areas.

RUKSIN, Jul 04: Monsoon rainfall broke a 20 year old record in Pasighat area as heavy rains in the wee hours today flooded almost entire Pasighat, Ruksin and adjoining areas bringing normal life to a complete halt.
The rain that lasted till the morning submerged entire Ruksin town and adjoining low lying areas. The ADC Office, Police Station, Police Colony, Tax & Excise Office, Forest Colony, Forest IB and Agriculture Office were the worst affected.
Swollen Ruksin, Ngorlung, Sille, Peneng, Oyan and Remi rivers inundated rural human habitations, horticultural gardens and paddy fields causing huge loss to the villagers. Overflowing water of Sille river that collects plenty of water from Ledum hillside continues to erode crop lands at Linka portion on the right bank and submerged a large portion of Poba Reserve Forest on the left bank.
Report from Pasighat said that overflowing water of Poglek (Pagla) river inundated PLTK road at Yagrung snapping road communication between Yagrung and Pasighat.

TCS moves for distance study centre at Daporijo

DAPORIJO, Jul 04: Rajiv Gandhi University Vice Chancellor Tamo Mibang has assured a delegation of Tagin Cultural Society (TCS) all possible help from his side to open a branch of Distance Education Study Centre at Daporijo.
Responding to a memorandum submitted recently by a TCS team urging him for opening a distance education study centre branch at Daporijo, the VC recommended the matter to the concern authority for further discussion and studying feasibility of the area.
Highlighting the urgent need for introducing the study centre at Daporijo, the TCS team led by Secretary General Lardik Kare said that many students quit higher studies against their wish due to their poor economic background as there is no institute of higher education in the district.
This is also one of the main reasons for the increasing number of drop out students in the district, said one of the senior members of TCS Dr.Tajum Eru.
Opening of the distance study centre will also help those poor students, who wish to pursue higher education in technical/professional courses through the centre thus fulfilling their dreams, the TCS team said and urged the VC to initiate for introducing the study centre at Daporijo as early as possible.
